The last part of Isaiah 28 and the first part of chapter 29 are a vision that the Lord gave to Isaiah. Instructions, and promises that the Lord gave and Isaiah is to bring them to the people of Israel so they can change and start doing it God's way. This was written on a scroll. Verse 10 is the last of the direct verbatium message of the Lord and it is now Isaiah speaking to Israel. He says in verse 11: For you, this whole vision is nothing but words sealed in a scroll. And if you give the scroll to someone who can read, and say to him, "Read this, Please," he will answer, "I can't. It's sealed." (verse 12) Or if you give the scroll to someone who cannot read and say, "Read this, please," he will answer, "I don't know how to read."
He is telling Israel that their nation is blind to what God is hearing. If they would open thier eyes and open thier hearts to what God is doing and what God is saying, they will prosper. He may also be making a note of the negitivity and defeated, victim attitude of Israel with the illustration that both the men immediatly pointed out that they cannot do it.

When left in context (Isaiah 29:9-14) it pertains to the spiritual drunkenness of the priests and prophets of Jerusalem.
They were physically getting drunk, and it led to their being spiritually drunk and falling short of their duties.
Today it applies to the leaders of the false worshiping christian religions.
Isa 29:9 Be astonished, and wonder, waver, and stagger: be drunk, and not with wine: stagger, and not with drunkenness.
Isa 29:10 For the Lord hath mingled for you the spirit of a deep sleep, he will shut up your eyes, he will cover your prophets and princes, that see visions.
Isa 29:11 And the vision of all shall be unto you as the words of a book that is sealed which when they shall deliver to one that is learned, they shall say: Read this: and he shall answer: I cannot, for it is sealed.
Isa 29:12 And the book shall be given to one that knoweth no letters, and it shall be said to him: Read: and he shall answer: I know no letters.
Isa 29:13 And the Lord said: Forasmuch as this people draw near me with their mouth, and with their lips glorify me, but their heart is far from me, and they have feared me with the commandment and doctrines of men:
Isa 29:14 Therefore behold I will proceed to cause an admiration in this people, by a great and wonderful miracle: for wisdom shall perish from their wise men, and the understanding of their prudent men shall be hid.
Pertaining to their physical drunkeness.
Isa 28:7 But these also have been ignorant through wine, and through drunkenness have erred: the priest and the prophet have been ignorant through drunkenness, they are swallowed up with wine, they have gone astray in drunkenness, they have not known him that seeth, they have been ignorant of judgment.
Isa 28:8 For all the tables were full of vomit and filth, so that there was no more place.

I feel that this verse is a test of faith..if the man who is not learned; opens the book having faith in the Lord, he will be empowered and have the ability to read and learn.

Need to read the whole chapter, it speaks of the end times.
The book is sealed.
And can NOT be read, learned or not, can not read it, it is sealed!
Revelation 5 speaks of the book, same book

The meaning of this verse is, the asker is a muslim.. :)..

When you give it to someone who cannot read and tell them to read, they will say, "Sorry, I don't know how to read."
