It is a myth and a generalization. Are all Blonde girls dumb? Can people change their ways? Can a zebra take off its stripes? Sometimes it is not a matter of cheaters learning not to cheat but from betrayed partners learning to trust again.
A particular cheater may learn from the ordeal to never cheat again, but can you trust him/her ever again? Can you really forgive and forget? If you can, then throw the feelings of being cheated, the memories of it in the deepest ocean so you can no longer remember and be hurt again. Good luck.

It depends entirely on the person in question. People tend to cheat because they're unsatisfied in their current relationship for any number of reasons. Unfortunately, some people are never satisfied and it could be argued that these people are simply incapable of truly loving another. These people will most likely always be cheaters. Some people cheat once or twice in relationships because they're unfulfilled, but never cheat again once they find their true love.

It would depend on who the person is and what the situation is. Many people cheat because they want their cake and eat it too. If they have cheated more than once or twice, then yes it is true that they are always going to be a cheater.
However, a question to be asked is, "Why do people cheat"? Are they not getting the appropriate attention at home?

Most probably yes.....coz he is so easy in cheating dat sometime he wont understand dat he has cheated.................
But sometimes.......some people cheat for good things.....to avoid something bad........if ur talking abt such peoples den u r wrong................
