you need a working CD-ROM to install any version of Windows (except for 3.1, 3.11 and early versions of 95)
if you put the hard drive in another computer and copy the Win98 folder from the windows CD to that hard drive (also in a folder) then re-insert the hard drive into your computer you can boot from a stiffy - then type in
cd win98 (press enter)
setup (enter)
and from there it should work.

Sorry, but most of the other answers here are way off. The Windows 98 CD requires over 100MB worth of data to be used during the install (up to 200MB depending on the options selected). And since you can only store 1.44MB on each floppy, you can do the math. It's not something you would want to attempt, although possible.
I would focus on fixing your problem with the CD-ROM. If you boot using a Windows 98 boot disk (which you can get from bootdisk.com for free), you can start the PC up with basic CD-ROM support. This will take you to a command prompt. Your CD-ROM drive will probably be the drive letter E: (it will tell you during bootup). You would then type the following commands:
1st command:
cd e:
- hit on your keyboard and the command prompt should change to e:\>
2nd command:
setup.exe
- hit on your keyboard and the Windows setup should start
If your CD-ROM still isn't being seen for some reason, then it would be best to replace it. They are dirt cheap these days, especially off of eBay. Make sure the CD-ROM drive is showing up in the BIOS when you first start the PC. Perhaps it's not properly set as "master" or "slave" on the IDE channel it's on.

Actually, there is an easier way to do it.
1. On a computer that has Internet Access, log on to:
www.bootdisk.com
Download to a floppy the bootdisk files for WIndows 98
2. For about $99, (and you should do this anyway), head to Target or Bestbuy and pick up a USB EXTERNAL HARD DRIVE, in the range of 120GB or so.
3. On that other computer, plug in your new drive, stick the Windows 98 CD in teh CD ROM Drive, and copy the ENTIRE CD to the external drive.
4. Plug the drive (via USB) into the computer your'e trying to put XP on.
5. Put the Windows 98 boot disk into the floppy drive of the same computer, and start your computer.
6. Setup will read the floppy and start. It will ask you if you want to install Windows 98. Click yes, and it will ask you where your source files are. Browse to the USB Drive , and click OK. Setup will continue from there.

Yes, If window 98 installer are into other hard disk drive, slave your hard disk and run setup.
Check the connection of the CD Rom to the motherboard and check BIOS setup of your pc.
Try to replace the CD Rom or the HDD cable also check the jamper setting of your CD Rom.

You can install your Windows 98 by Floppy disks. I think the windows 98 disks are 8 or 7. You must first install the first then the second... eighth. But I don't think you will find the disks.

No because its the first OS that Needed CD rom support and it worked to Stay that way.
It has paved the way for other OS's needing cd rom support as well.

MS used to have a download of Win98 floppies. Better have about 12 to 14 floppies and that many hours to install it. They also claimed XP was the very last floppy install ever.

If you have another computer then copy source file of win98 from that computer to your computer's hard disk by making your hard disk as a slave (jumper configuration available on Hard disk).
After copying the source file, you may fix your hard disk to your own computer then follow these steps.
or
If you have backup of the windows 98 installation CD on your hard disk i.e (d:\backup\win98) then follow the given steps.
Steps.
1. you may boot your computer in DOS mode command prompt only by pressing F8 key during boot time after POST if you have bootable floppy then boot from floppy and choose boot computer without CD-ROM Support.
2. goto backup folder of the win98 installation file. for example
A:\>d:
D:\>cd backup\win98
D:\backup\win98>
3. Type setup /is or setup and press Enter Key i.e.(D:\backup\win98>setup /is ENTER),
then follow the given information.
You may able to operate the win98 on your computer.

Hey, jst do one thing..............copy Setup from CD to ur Harddisk ( may be from ur friends Cdrom>>His HDD>>UR HDD)
Now launch MSDOS den browse setup.......n launch setup.sh
