I saw this in Wales, under some power lines. It is for when they work on them.

I know what scaffolding is but not the A3 near Esher...
Scaffolding is interlocking bars of metal used to get to a higher point...example: to paint a celling you would use a 5m tower of scoffolding, with planks and do the job.
