I have had an 'Olivetti 200 Solar' pocket calculator for some 15 years now and it is used daily, night and day, without ever having been outside my home. Why can't the technique that produced this calculator be used for mobile air conditioning?

Your calculator requires very little power whereas air conditioning units require significant amounts of power. The power that can be generated by current solar panels is not enough to offset the power used by even a small compressor. It would be possible to carry a battery powered one that would recharge over a long period of time, but more likely than not, you'll be dragging around a huuuge battery.
