To get a working permit in Singapore, u need to find a job first which means a company is willing to hire u. Then the company will give u a working pass in Singapore. A job is either with contract or without contract, but neither is permanent. U have to perform well, so the company won't sack u.
Ensure u have a valid visa, passport, as well as your certificate and education proof(anything which shows your education level). Normally a company will look for some1 with experience, with a minimum education level, let's say diploma..

First thing first, there is no such thing as permanent working permit.... (as no job is permanent)

What you can do, is first solve the problem of accomodation, then once you settle down, you can start looking for jobs. Once is hired, the company HR will help to take care the work permit/S Pass.

Remember to bring your resume, school certificates. You need it for job application and work permit application.

You can only get a work permit only when you have a job. If you intend to come to singapore physically to look for a job, u prob have to apply for a normal travel visa
