A person on probation is not allowed to leave the country because it is not allowed by the rules. How can his behavior be monitored if he is out of the country.

Leaving the country would violate probation. Travel boundaries are usually defined and most include the inability to travel out of state, much less out of the country.
Clear any travel with the probation officer to be sure probation isn't being violated.

I work within a court system and we have granted people the right to leave the country on vacation who have been on probation. Obviously, though, this request should come through your probation officer and with his consent, as each case will be judged on its individual merits and laws governing these decisions will vary by court and by State.
