if you and this new guy arranged this date and you know its going to be on his birthday, but...?

you don't mention anything regarding his birthday and then the guy tell you, " by the way tomorrow is my birthday" what is the guy trying to ay

I don't know that's usually a family day.

My quess is that he is saying "It my birthday tomorrow", just a statement of fact. You do not have to buy him anything, etc. To him, it's a special day....
If you go out with him on his birthday, just wish him Happy Birthday.
If you turned it around, and it was going to be your birthday, wouldn't you mention it?
If he was looking for a gift for his birthday, you could give him one....say,
Happy Birthday and goodby! !
