Take it into your own hands, If you know his likes and dislikes, that would be a start.
Depending on your age, you can be at home and set up candles and make a romantic dinner for two.
you can call a flower shop and order some flowers and send them to him, or show up with them.
By a box of chocolate.
Remember most guys like the same kind of things that women like so just use your imagination and go for it.
For women it is more emotional, and for men it is more physical however the little things is what matter the most.
go for a car ride together, window shop, go horseback riding and take a picknic basket and or just go for a walk in the evening.
Stay up and watch the sun come up or the sun go down.

If its romance you are looking for and its not there, you won't ever really get it.
Men are either romantic or not. If they are not, they will try sometimes if you ask but its not in them so they don't understand it. Who wants to have to ask their man to be romantic? It defeats the whole idea of it. If you love him, you may have to live without the romance. If you don't and you need romance, find another man who is a natural romantic. They will always be that way.

Pl do ensure , visit some pubs / bar , spend some quality time together , dancing , drinking , dinning and at home lots of hugging , caressing , slow dancing with a soft music . And of course cook good food and feed him by becoming an good host .
