terrorism is an excuse to for terrorists in the middle east to give Muslims a bad name..

hence it is never useful... I would prefer even communism, although it is a form of terrorism, at least there was SOME form of order... terrorism is just nonsense... a terrorist's way of life is like an anarchist with guns and military training

Yes, terrorism is an effective tool for controlling the masses. But the question about reform is too vague. What ever changes one desires would have to be put into effect while the public is being terrorized, otherwise, after the fear fades, it's not terrorism, is it? Whether or not it is ethical or moral is a different argument.

Terrorism is rarely effective. The terrorist cells are usually unorganized and comprised of mostly low level expendable morons who are willing to strap bombs to themselves.

Still think it might be effective? Look at Iraq! Saddam essentially used terrorism to rule the country and look where it is now. Even when he's gone, the terrorism-led sectarian violence is still tearing that country apart.

Effective, I don't think so.
