It could definitely be whatever is in your water supply. It really does sound like hives. You could also be over-sensitive to heat if you take really hot showers. Try a very mild soap (have you changed soap, shampoo, etc.?). You can forget ringworm....that was an answer born of lack of knowledge. Ringworm does not show up only in the shower. If you had ringworm, it's there...shower or not. In a human, they are open, weeping and insanely itchy sores. That is not what you described. This sounds like an allergic reaction of some kind. If you have had a recent move, could be the water. If not, have you changed bathing products recently? Until you figure it out, do a final rinse before getting out with a washcloth with baking soda sprinkled on it. It could really help if it's an allergic reaction.

Sounds like hives. The many chemicals that are put in our water is probably why your skin reacts like that. I know people who have that happen to them and different water supplies react differently with their skin.
