I would take the picture to a salon, and have the stylist help you.
If you don't want to do that, then i'd suggest trying a hair straightener, some hair straightener/serum and a curling iron.
And I guess hair dye if you want to be a blonde.

yea i think so, part your hair in the middle, then use a large curling iron and some hair spray and lighty curl the bottom half of your hair an after each curl is made spray some hair spray on the curls and yea thats about it but you might wanna make sure your hair is striaght before you start curling, also dont over do the curling!

Jessica Simpson uses hair extensions and has on call hair stylists. However large velcro rollers and good longer layers throughout your hair will be a good start.
