I have real bad (lazy) habits.. if I could only do one of the two, which would be more effective against bad breath / tooth decay?

I would say that you should do both. I read an article once that said the plaque on your teeth is similar to the plaque that can build up in your arteries. At the very least you could floss and then rinse your mouth really well.

If your lazy, brushing should be done. But the best thing to do is to brush floss and rinse.
