Just be there for him. If the guy is worth it, he should realize within a reasonable amount of time that you are the one for him, if you truly believe it too.
Also make sure that if and when you date the guy, he's completely over the other girl. You don't want his eyes to linger or him to be able to threaten to leave you for her whenever you get into a fight.
If you truly think he's the one, then go for him. Now that he knows you like him, then take an step back and look at him while he's getting over the other girl.
And be careful about who you give your heart to. You apparantly don't know this guy well because you said so. Take it slow, and casually date first. Don't get all worried about calling him your boyfriend right off the bat. Casual dating allows you to talk to a guy and still not worry about whether or not he's seeing other girls.
After a few casual dates, you'll know if you're ready to go steady with this guy, or you'll notice his eyes still lingering.
I hope my advice helps. I wish you good luck!

If you want this guy to notice you more you have to raise the attraction factor. Some things are out of your control like your looks or body type, but you can create a chemsetry with him. The best way to do this is to actually start talking to him more, and flirting with him. Talk to with asking him "who, what, when, where, why, and how" questions. Try to get him to talk about himself. Flirt with him by giving him complamnets, minor teasing, making long eye conteact, and smiling. Touch him often, play with your hair around him, and give him open guesters. Give him a small sample of that, then leave him alone for awhile. One day over-react when you see him, and the next day don't act like he matters all that much more than a friend. Repeat until you feel he likes you more, and asks you out.

Nothing. Why would you want to have him when he likes another girl more? You are just setting yourself up to be cheated on! You should let him go with her so that he could find out how much better you are. If it is meant to be, he will end up with you. You just don't want to have him while he is still thinking about the other girl......

You can't. How can you make him like you more?
He knows you already, other than trying to give him hints and act sexy and all there's nothing you can really do other than to be youself. Being yourself and letting the relationship run it's course is the best thing to happen.
