Yes, but only for a short while. Being deceitful hides who they really are. Most people who are this way have low self esteem of themselves and don't like who they are, so hiding everything with lies become the norm to them. Most people begin to see through this wall, and when they do, the deceitful person see's this and will move on to another person they can hide from. This is a lonely vicious cycle that continues. The only way it stops is them finding professional help and beginning to except themself in who they are. Unfortunantly, some people never do and continue to live an unhappy life without owning up to responsibilty.
It could all begin with something tragic in their childhood or what they learned growing up. But, some answers are correct, they are very hard to trust, because they think it's ok to be this way.

They might be really nice to your face but if someone is deceitful all the time how can you really trust them?

Yes they are here to experience in life they have so many lessons to learn
Maybe to learn to be honest, so until they are honest and stuck in a deceitful cycle they will not learn their lesson.
Until they hit rock bottom and have no friends or family.
Then they may bounce back to be honest.
Everyone is nice it is the ego that brings out the nasty stuff.
The Soul is searching to be free.
