Well, it can be many things...Some as simple as a diet change or can be awful like an internal parasite.
My cat had gas, and farted alot when he was a kitten. I thought it was a phase. It wasn't. He went to his first vet visit at 4 weeks old and it turned out he had roundworms. That is the first symptom of that parasite.
If you rule out parasites, such as roundworms, tapeworms it could be a diet. Lots of "cheap" store brand cat foods have fillers in them such as corn, or gluten. This sometimes doesn't agree with a cat/kitten. It may cost more in the Petsmarts or Petco's but a healthy diet with fish or meat is the best diet for cats.

You didn't say how old the cat is. Kittens fart all the time but grow out of it. If you kitty is older than 6 months, see everyone else's answer.

If the cat is overly flatulant, it could be the diet. The food you are feeding him or her may be upsetting it's stomach. Cats are a lot like humans, if they eat something that gives them indigestion, they will often become flatulant. Try feeding the cat a different kind of food, and if the flatulance continues, consult your Vet.

Cats have gas just like humans do. Not much you can do but you can help reduce it. Feed your kitty a high quality cat food. Not store brand varietys. I recommend Nutro Natural Choice. Its decreased my kitties gas and has made them poop less. Double bonus!! Plus its much better for them. No byproducts or fillers.

feed it dry food and water for a while, sometimes too much catfood and milk especially can upset their tummies.
