I have a veggie garden that I go out and water every other day and this time today when I went out to water there were tiny neon-orange rings on the mounds and on some of the leaves, not clumped together or anything, but evenly spread out rings like a lichen or fungi, I live in semi arid central oregon and our hose water is from a river (Crooked River.) Hope all this info helps, I've looked online and can't find any photos or information on these things

I think it is lichen, as you stated. I am surprised you couldn't find a photo on-line. I have something similiar in my vege garden, but it doesn't kill the plant or affect it performance, so I don't care. I agree with the other poster that you can call your county extention agent-they are a wonderful local resource and they are free! If you live close enough you can bring them a sample to ID.

It sounds like sediment in the water that formed a ring when the droplets evaporated, leaving the mineral or just plain dirt behind.

call your local county extension agent. could be the river is polluted
