-Use volumizing mousse when your hair is wet
-Use a blow dryer with a diffuser to dry your hair
-Add layers...this will help with add volume and get rid of the "poof" on bottom.
-As for the hair from the crown of your head, hold a few peices straight up in the air, add hairspray, and hold it there until the hairspray dries.

Use a volumizing spray and blow dry upside down. Adding layers will help also. To get the bottom to lay flat try a straightener set on the lowest possible setting, but don't forget some kind of protective serum so it won't damage your hair.

stick your fingers through your roots and squiggle them around.
then flip your head upside down and scramble your hair

take some olive oil in a spray bottle (buy a spray bottle and put olive oil in it) and spray the bottom of your hair with it, the poofieness on the bottom will relax.

or if you want it to smell nice, take some conditioner, and rub it through it, , curl it with your fingers and you'll have cute locks, OR even better, make a tight bun after you put the conditioner on your dry hair (or the oil) and release it the next day, or after an hour. you'll have beautiful large curls. then you can finger through the top of your hair to give it some volume!

Have you had your hair textured?
It sounds like it's too heavy on top. Also, use a good shampoo and conditioner from a salon - less detergent.
Also, flipping your hair over just as it's dry and spray with hair spray.
