If they blocked their call it cannot be traced or *69'd. But you can put a feature on your phone that will not except blocked number's. They have to unblock their # to call you.
They have this in my area through Verizon probably yours to. You can either call your phone company and set it up or Verizon there is a * 82 I think to do it but if you go to your phone company's website and check out calling features more than likely you can find it there.

You call the phone company and/or even the police. They have the ability to have it traced and give you the identity if they can trace it at least three times.
