i presume you mean the ribbon badges like you get for aids awareness and breast cancer in which case

Blue And Yellow = Down Syndrome

i cant see the one for blind./deaf but I'm sure there is one

in some parts of the world, identity mark (or tool) for use by the blind is a White cane(walking sick) lower portion painted red. ie red and white cane.
for down syndrome as i know ,no such thing exits,but then facial features(mongoloid) itself should be sufficient identification.
though not many normal persons may not notice/recognise the features.
in fact i want to see internationally - a recognisable identity for all the mentally handicapped.for example
dress with red/white/blue collar(red neck?/white collar?/ blue collar?) irrespective of the dress colour.
alternately coloured sleeve same as mentioned above or YELLOW colour sleeve which probably matches with any colour of the dress(what about sleeveless gown?or such).
