I am what they call "Penny wise - Pound foolish"...
I am very cheap about small things, I will buy a cheaper meal or an off-brand to save 50 cents or a dollar. And, an hour later, I will spend $100 on something frivolous without thinking about it.

Frugal to the point of embarrassment. I don't mind spending money, I just want value for what I pay for. I haggle for a car. I check prices at the grocery. I shop around for clothes. If I buy dinner and a movie, I had better see some action for it.

Yes, I'd say I was cheap. I like to spend as little as possible so when I want to buy something that's more of a want than a need, I can feel justified in doing so.
