This question, in my opinion any way, is related to one of the fundamentally flawed facets of people in general (particularly Americans). Don't get me wrong, I'm guilty of the same.
But honestly, does it really matter that a stranger informs you of a fact that you're already aware of? Is it really worth taking time out of your day to locate his employer, or supervisor, just to inform them that one of his attendants is lacking some basic customer service/people skills?
Honestly, why do you think they're job involves them standing by themselves in a small both?
Why would you let something that some one said in passing bother you this much? Do you know this person? Did it sound like they were trying to insult you when they said it? What difference does it make, it's not like they're spreading a lie about you around. What would you say to who ever you reported him to? "He told me that my car was losing it's paint." So what, you just said it does need to be replaced, but taking your frustration out on this guy isn't going to do anything for you, or you paint.
It doesn't matter, and if you think it does, you're putting entirely too much value into what others think of you.

I would give the person the benefit of the doubt, unless the comment was made in a rude or condescending tone. They may have honestly thought that they were being helpful. I have worked in retail situations in my life, and in one store, I was near the entrance when we were having extreme snow storms; and a gentleman came into the store, I had noticed he had left his car headlights on. I mentioned this to him as he entered the store; thinking I was being helpful so he didn't have to go out to a dead battery in the bad weather; and he practically took my head off. He snapped at me and said "I know that they are on, that is a very exclusive feature on my car, they turn off on their own, so you can mind your own business!!!" Needless to say, I was so shocked I about fell over. So it really is all in the interpretation. Maybe he was trying to make a silly juvenile joke, because he is stuck in a tiny airless space all day in order to make a paycheck. Have a good night!!!

No, look at it this way,, you are the parking attendant.. you saw what he/she saw. You made a comment about the paint, there's nothing wrong about it. Why? Co'z your just concerned. Its just a way of starting a conversation. You might have just answered, " Yeah you're right, I'll have that fixed as soon as I get the best shop to do it..". That's it. Hehe, Don't get irritated. Smile. Let him see how priveleged your car is having a driver like you.

I would say thank you he/she had no way of knowing you would take offence and probelly was just tring to be helpful be for it got out of hand.
if the tone was rude and it was completly ovious then yes report it.
