Depends what the bugs look like... fleas are often times difficult to see. When my dogs had ticks, though, I noticed them in the paws and ears more than anything, so that would be my guess. Search the web for a picture of the variety of ticks to see -- I've included sites below that might help. (Ticks have 8 legs.) If you've got ticks, you should talk to your vet about starting a monthly tick and flea treatment (Frontline, Advantix, etc.). Good luck.

Now how are we supposed to know what the bugs are with out seeing them? DUH...
Do you know what a flea looks like?

Does the animal have any cuts on her paws?
Put the animal on a white towel outside and comb her you can see the fleas drop if she has them.
I would take my pet to the vet if I was not sure.

Maybe fleas? Don't usually see bugs in the paws.

yes, it could be fleas, but if they are orange in color, they are chiggers. dogs and cats are "accidential hosts" of chiggers and get them by frequenting chigger infested areas in bushes, leaves, etc. only mentioned it because I've seen my first two cases this year.
