They are not embassies. They are "delegations," that is to say, trade offices. Here is the one in China. Nowhere does it claim to be an embassy:

The EU is made up of several countries and they have Embassies the same reason the USA has a embassy in China.

probably for recognition that each other exist, or as a show of recognition from the host country
