Christ said is clearly, all other issues of Christianity start from these 2 commandments. Religion is not about hate for 90% of the people who are believers.
So what about godless societies that have been and are the most oppressive that have ever existed. The Nazi’s were given a scientific justification (natural selection) for ethnic cleansing (Jews), and many nations use this justification today. The godless Marxists eliminate (kill) capitalists and (kill) believers and (kill) anyone else who gets in their way to create a dreary and oppressive society. Open your eyes, would you like to live in Cuba or North Korea, or during Stalin's programs and Mao's revolution. 10's of millions of people suffered and died.
However, I admit that are a few stupid believers (?) on this site that do not speak for the rest of us sane people.
So what is better, people who believe in a Loving God who will hold them to account, or a godless society where life is meaningless.

Is it wrong to believe that someone can do just as Jesus asked - love God with all your heart/mind/soul and love your neighbor as yourself - and NOT be Christian?
Is it possible to love God and NOT be a Christian?
And I love how these sorts of questions leave out everything and anything possible in-between.
Siddhartha Gautama (the Buddha) taught the same things five centuries before Christ. Buddha's teachings focused on identifying the cause of suffering and the cure to end suffering (in his Four Noble Truths) and he provided us the means to do it (through the Eightfold Path). And Thich Nhat Hanh has written extensive comparisons of these two religious figures and those that follow their teachings.

Odd... you think believing in an inevident deity who dictates the purpose of your life is a good thing, but living in a natural universe and having the freedom to make your *own* choices is a bad thing. How very peculiar. Even worse, you call real life meaningless, and yet it cannot possibly *be* more meaningful, since it's the only life we will ever have. I've often heard theists say that this life is just a prelude to a much greater life after death (which is a breath-taking oxymoron in itself), thus denigrating life and everything we experience here, good and bad, to something virtually meaningless.
I'm endlessly fascinated how theists manage to deny reality and twist things round so perversely. You repeat religious mythology as if it were real facts, and you take real facts and try to pretend they're mythology (e.g. the fact of our evolutionary origin). Such dysfunctional behaviour... You really do need our help.

What you present is known as a "false dichotomy". You've neglected the other options available to you:
You can also have a god-fearing and degenerate society, and you can have a secular and enlightened society.
I'd recommend that you actually talk to some atheists. This may come as a shock to you, but atheists are not ammoral degenerates.
Oh, and if you'd like three of the attrocities committed by god-fearing societies: the spanish inquisition, the crusades, and the salem witch trials.
Contrary to popular delusion, communism is not without religion. Communism is without deities. In a communist country, communism *is* the religion.
