They probably find you totally amazing and are afraid to approach you for fear of being shot down.
Its not totally easy trying to meet someone and just have a cool line to introduce yourself.
If you want them to talk to you, give em' some slack and just say hi. Then hopefully that'll kick things off. Or if you want him to go away just ignore him.

They are shy or scared. A lot of guy look for a sign or an opening...anything so they can walk over and say something. Typically, though, most girls don't give any sign and sit there as if made of stone...or at least a sign that says 'don't talk to me , creep'

The staring is to get your attention so that you can come over and talk to us. Some guys (like myself) are really shy. Sometimes, you have to make the first move.

usually guys can not think of a line to start the conversation, if you are interested, give them an idea, and if that does not work they are just to into themselves to understand the thoughts of the opposite sex!

courage, and fear of rejection. Some have em' some don't . some will talk to you, and some won't. Don't fret about the ones who don't. because sooner or later you'll the one that thinks you're worth it

probably because they're looking at your physique meaning the eyes are saying a thousand words w/o opening their mouths.

because most time they are either visualizing you sexually or if they should talk to you without you turning them down or if your worth taking out
