Go to the pet store, like Petsmart. There is a product that takes the odor out of things (you wash it on and let it dry). This will get rid of the scent in the carpet. The other thing to try is caging them after they mark on the rug - as a punishment.

Stick thier nose in it and tell them in a Male dog sounding "Bad Dog!!!" NO!!! with Dogs they need an authoratative Figure who is going to carry out the Punishment and not allow bad behaviour.
take them outside and tell them to go potty or whatever word you use every half an hour out on the Grass in your Backyard.

Sprinkle pepper onto the rug. They should stop peeing on the rug when they sniff it! >.<
