LONDON - A world disasters report released Wednesday says the uncontrolled spread of disease kills more people than floods, earthquakes, and wars.

Compared to natural disasters which grab news headlines and donors' cash, disease is a silent tragedy that steals far more lives, says the report by the International Federation of Red Cross and Red Crescent Societies.

However, natural disasters in 1999 were the worst on record, causing more damage than ever before.

Still, 160 times more people died from AIDS, malaria, respiratory diseases and diarrhea last year than the number killed by natural disasters, including the massive earthquakes in Turkey and floods in Venezuela.

The report says children die from preventable diseases
The report found that about 150 million people have died from AIDS, tuberculosis and malaria since 1945, compared to 23 million in wars.

"Once a disease like AIDS reaches the kind of proportions we see in sub-Saharan Africa it is no longer a disease, it is a disaster," said Peter Walker, director of disaster policy for the federation. "Such a widespread disease destroys the work force and shatters the economy."

The region has 23 million HIV-infected people, or 70 per cent of the global total of those who have the disease that causes AIDS. The report says 300 people around the world die each hour from AIDS.
The report also reveals 13 million people died from preventable diseases last year — a sign of deteriorating public health services.

It found poor countries spend just one per cent of their gross domestic product on health, compared to six per cent in rich countries. A drop in public health spending allowed the reappearance of disease that used to be under control.

For example, malaria which kills 2.6 million people a year is appearing in countries such as Azerbaijan and Tajikistan. North Korea has reported 40,000 new cases of tuberculosis this year, and Russian cases of syphilis are 40 times higher since the collapse of the Soviet Union.

The report suggests changing people's behaviour saves more lives than spending money on expensive institutions and equipment.

It praises community health programs to vaccinate children for example, and encourages people to use bed nets to prevent malaria or condoms to protect against AIDS.
