is it possible to introduce some chemical (whether its a gas,solid,liquid) into a photovoltaic cell to increase its efficency and increase its load capability

If it was possible it would already have been done by the manufacturer. Right now there are two lines of research into making photovoltaic cells more efficient. Most photovoltaics only convert one band of frequencies into electricity. So the idea is to have several layers one on top of another, responding to different colours. The other area of research is that single crystals of semiconductor are more efficient than amorphous silicon at converting light to electricity but they're much more expensive. So research is being done to make the manufacture of large silicon crystals cheaper.
