Depends, if the man that says he loves you isn't as affectionate as the kissing and hugging guy. But if he does both well, i'd go for him. But if he didn't do anything but just says he loves me I would like to go with a guy that can at least express that he can through actions as well.

Both, sometimes actions do speak louder than words, but not always. I've hugged and kissed and didn't love the person, and said I love you and didn't love the person. It is more about sincerity to me.
