It's a "catch-22". Unless you are referred directly by one of their existing clients, agents rarely seem to take on a unknown writer.

My ex got an agent to pitch his ideas. It worked -- he's now doing small stuff in Hollywood.

Instead of going straight for the top, start small. Write some stuff for small-time community theatre, or film schools, etc. When some of the up-and-coming people start to know your name, they will bring you along with them!
