I'm filling out the application to get a US passport. It asks for my travel plans. I might someday want to visit Russia or another foreign country, but haven't made any plans. Is that a required field? Can I just leave it blank? Is it ok to just make up a plan if I don't have any real plans?

As I recall, travel plans did not have to be included if you weren't travelling very soon. To ensure that you enter the correct information, check with the State Deptartment at this site:

Just put N/A in that box. That is asked so that if you have a pending trip, the passport can be expedited so you have it for your travel. A pending trip can reduce your wait time for a passport.

Usually people get a passport when they need it, bacause they are traveling somewhere. If you are not just write none.

just put none and usually they put an asterick near the required fields and i don't think its ok to lie to the people who are making your passport

Just write in "none at present"
