Yes. Elbow is maybe more like 60% though. It is a big sign that the girl likes you(and most guys know this sign too). Neck, with both hands would be more like 90%.

I doubt it , but I have heard of rubbing elbows before, but not sure what that means either. Not much help, sorry.
