Department of the Interior, Bureau of Land Management. Bureau of Indian Affairs has a lot of power in some areas. Department of Transportation can be an influence, especially since used drilling equipment has some radioactivity, and the extracted product has to be transported somewhere. Department of Energy has quite a bit of influence.
Every state government has one for extractive industries.
I predict 5 years from now you will be more concerned with coal extraction and the sulfur and mercury pollution they produce.
