The First Reich was the Holy Roman Germanic Empire, created by Oton I. It was dissolved by Napoleon in 1806. The II Reich was the one which surged after the Prussian victory in the French-Prussian War of 1870-71, and it was proclamated in the palace of Versailles. After the defeat of germany in WWI and the proclamation of the Republic of Weimar, that Second Reich vanished as well.
By the way, Reich should mean something like "reign" in English.

Reich is an empire and the second was 1870 to 1919, th first was the Holy Roman Empire.

A reich is sort of like a "unified empire."

The prior two were the Holy Roman Empire of the middle ages and the unified German monarchy under Otto von Bismarck from 1871 to 1918.

He did not "want" a third Reich, Germany under his government was the third Reich.
