Good luck! As an agent (property and casualty primarily), I began 20 years ago with a "captive company". I have since left them, but got lots of good (free) advice as I built my agency.
I would suggest you contact any number of insurance companies and see what they will offer you.
I'm sure that once licensed many will be willing to list you as an agent. I warn you, beginning an agency is tough enough, but to limit it to life and annuities makes it even tougher.
My suggestion to you would be to go to a property casualty company, and begin there, (they will also sell life and annuities).
What ever you do, don't spend any money on a consultant!

Associations may be a good avenue to explore. These organizations will address many of the thoughts, questions and concerns you'll inevitably have as well as many you haven't anticipated yet. See the source box for some relevant links.
