A 13 year old can watch children between the ages of 6-10 during the day and up until around 7pm. If she/he is at home babysitting maybe they can go as young as 5, but that is a lot of responsibility to leave with a 13 year old. Now, if it is her/his siblings, they will be fine.

I don't think 13 is too young especially for preschool aged kids or older. If you want to be taken seriously, the American Red Cross offers a babysitter certification that teaches first aid and other important skills for a a babysitter.

You can also offer yourself as a mother's aid, meaning you would help her out with the kids while she was still in the house or help with taking the kids on an outing, like to the park.

You can babysit starting at about age 12. However it is still illegal to leave children home alone under 17, some states under 18. There is always a chance that the parents who leave their kids home alone with someone under 18 can be charged with neglect if something bad happens, however most people do it anyway. It is a risk so just remember that.

It depends on the state you live in. Check with the local Department of Human Services or Police department. That is for legal. For me it would also depend on how responsible the person is.
