God didn't "create hell". Hell exists as a "place" absent from the presence of God.
WE produce offspring. Every individual is free to chose their own path in life. God's foreknowledge does not negate our free will.
God is not responsible for "sending people to hell". You as an individual send yourself there if you reject His Grace.
