microsoft outlook: why do attachments appear in the body or in the header?

I want the attachment in the header, but sometimes it's inserted as an icon in the middle of my email message. How do I move it to the header?

Go to format and change it from rich text to plain text. That will put it in the header.

If you want it to always be that way on the main screen go to Tools -> Options select the Mail Format tab and where it says Compse message in this format: change that from rich text to plain or html. You will lose the ability to change fonts and stuff but it will put the attachments in the header.
