There is no "right-of-way". The person on the left must YIELD the right-of-way to the car on the right.
The first car to go is driven by the more aggressive driver. The second car to go will be the car opposite the first car. Then the other two cars can go at the same time. (granted they all four are driving *thru* the intersection)
