It depends on how far you're going.
If you stay in the state closest to the border (Sonora, Baja California Norte, Chihuahua, Coahuila, Nuevo Leon, or Tamaulipas) you don't. For example, i live in AZ and can travel all of Sonora without the use of a US passport. But if you take your car across, you'll need proof of ownership (registration). I would need a passport if i wanted to go out of Sonora, like to Chihuahua, or Sinaloa.
See what i mean? A long as you stay in the state closest to the US state you entered, you'll be ok. But once you go beyond that Mexican state's borders, you'll need a paspsort or a permiso form the Mexican Government.

You do not need a passport to go to Mexico if you live in the U.S., however, on the way back you will be asked if you are a citizen and may be asked to show proof.

Yes, you do. in any country. The only country you do not need a passport is places like Puerto Rico and Guam and the U.S. Virgin Islands (because they are all commonwealth of the U.S.).

If you are an American citizen they cannot keep you out. They only require certified birth certificates at the moment, and proof that you are you. That is due to change soon.
