They are equal. Kinda ironic. Let me explain.
Not having a pet is not knowing the loyalty, the unending love, and the goofiness they bring to your life. Not having one is not being able to see the sweet innocent look in their eyes once they destroyed a roll of toilet paper. Not having a pet is not knowing the warmth they provide when they curl up to you, not knowing the companionship they provide. By not having a pet, one cannot get down on the ground and act incredibly goofy without fear of judgment. By denying oneself of a pet, one denies their selves of a world of simple and pure joys.
Losing a pet is like having your heart ripped out. It is having agonizing moments where your mind replays past events, over and over and over. It is reaching down to pet that four-legged squirt, but not having them there. It is hearing imaginary barks at the back door, only to open the door to nothing but emptiness. It is longing to be reunited with them, once and for all. It is asking "is there anything else I could have done" all the time. It is full of "only if's" and "I should'ves"
So, in response to your question, both are bad. It's like telling a solider if what piece of armor they would like: the front or back.

Well dealing with the pain of a pet dying is just something that everyone has to deal with like having a family member die. I'd rather have my dog and enjoy the company rather than not have a pet and miss out. Like I'd rather have my father and have him one day die than live life without a father...So to me, not having a pet at all is worse.

Obviously, the worse pain is dealing with the dog dying. I have a fairly old dog and know that he won't be with us forever. The sad part is we had the dog before our daughter was born so he has been around her whole life. She is eleven and the dog is almost thirteen years old.
If we didn't have the dog, we would not be having these thoughts. We may think a little bit of how lonely it would be without a dog, but when you get one and get attached, losing him/her is like losing a good friend.

dealing with the pain after having a pet die should be the worsed. if you don't have any pets at all you will not feel any loss if they die.

All pets die sadly. And it's a very sad time, but the best thing to do is get a new pet to be part of your life, and fill that emptiness. The memery will always be there! :D
