I don't know of any free porn blockers that actually work. One way to do it would be to go through the other users history and manually add the websites you want to block to your host file.

EDIT:
Just read that it's your mom. In that case locking her out probably isn't an option.

If she has certain sites she goes to on a regular basis the host file entry is probably your best bet. Changing her account from "administrator" to "Restricted" will help somewhat as will installing something like SpySweeper which constantly monitors for spyware but other than that, your screwed.

★★ BLOCK SITES IN INTERNET EXPLORER ★★

1} Click on TOOLS > INTERNET OPTION > SECURITY TAB
2) Highlight the restricted sites icon and click the Sites button.
3) Enter the URL of the site you want blocked and click ADD to add it to your resticted sites list.
4) You can enter as many of these URLs as you need to.
5) If you are a parent I suggest you don't trust this too much. Kids are notoriously clever when it comes to disabling things like this. :)

◙ Also don't think you can block your directories on your hard drive from your kids with passwords. These can easily be disabled as well.

A simple solution would be to password the admin account. Then make sure no other accounts have access to IE.
