I'm talking great, cheap clothes. None of this $80 for a ripped tee-shirt stuff............

I honestly dont know why people think thrift stores are so great. The only good ones I have found are in Brooklyn so skip the island and head over there. All the 'fabulous' 'inexspensive' thrift stores are not real. If they are fabulous they are expensive too.
If you real want the vintage or the 'ripped tee' look, go to American Appearal, buy a couple shirts and mess around with them.

Check out the numerous Upper East Side charity thrift shops on Lexington, 3rd Avenue between 96th and 72nd Streets. Also the resale shops on Madison Avenue between the same streets. All the wealthy ladies donate or turn in their designer clothes and furniture to these charities or consignment shops.

Have you walked up and down East 23 Street? At one time, the area was ideal for discounted couture clothing, now, it's mostly cheap merchandise. There is a Goodwill and a Salvation Army on the block.

Try Canal street in lower manhattan . my friends parents used to have a store down there.

on the south side of nyc there's a place called mark downs and if it's still there you can save up to 50% off most every thing

I love Edith and Dada on rivington, it think it may be #141 but look it up. Not super cheap but not completely overpriced either.
