have a dress up party. Go to the good will and get a bunch of old dress up clothes for almost nothing. Wash them when u get home (of course) and put them in a big box or basket. Bake your own lil cup cakes, stack them to look like a cake, and register her for free at wal-mart or target to get things she NEEDS, and a few hings they may want.
Or have an Alice in wonderland party. with playing card on a string for decorations, and a tea party with cookies and cup cakes. again, you can get stuff from a thrift store to make it a dress up kind of thing.
Or make it a "Bratz" "divas" kind of party with tin foil (shiny side) lining the walls and white and black balloons. It will look like a fashion show, concert party.turn on the music, have lots of "mardi Gras" beads....you can get a million of those from the dollar store for less than a dollar.
or for that matter, have a mardi gras party. have the girls make masks and feather boas. millions of beads. and don't forget:
cup cakes instead of a cake makes it easy to send the remaining cakes home as party favors, instead of a big leftover cake that you have no place to put. Cuts back on using silverware and keeps germs from transferring from knife to cake. No cutting involved.

If its just going to be the three of them I suggest going to Chili's and ordering off the Kids menu, Mom gets a salad or Burger and you're out for under $15. Then head over to Chuck E Cheese and drop another $10 or $15 on tokens.

Hot dogs, potato chips, homemade birthday cake, ice cream, juice and pop. Rent a kids movie. Have games - scavanger hunt - pin the tail on the donkey. Give out small grab bags with candy in them when the children leave.

I think that your sister should pray to God first before she do any thing, because he's the source, and he's the one who can provide. I don't think it would be necessary for her to do a big party for them, but at lease spend quality time with them and buy them things she know they NEED. I say that because alot of times when you have parties your just spending money on a whole bunch of people who you haven't heard from for a couple of month or so and here they are at the party eating your money and when you need them you can't find them , so that's just my opinion. Tell your sister to save her money.

make your own pin the tale game..... use a big cut out flower, put a pin in some cut out leaves or pettles and play.... have a tea party, with plastic cups and little girly cookies... have a dress up party.... ask the mothers if they have fancy stuff that the little ones can use to have a fashion show..... shoes, jewlery and all that girly stuff. even a little make up, and hats.... lol, little girls love it......... make it a fun and interesting and wonderful memory for them all.... buy disposable cameras, or ask the parents to send one with the other girls...... then develope and make scrape books....... you will save a lot of money having the fashion show so developing the film should factor nicely into the budget...... Local park is a great idea with a playground. Print on your computer or hand make your invitations. Bake a cake. Play some games, duck, duck goose or sort. Look up on computer for children outdoor games. Enjoy. They'll have fun.

Bake your own cake, Dollar store for decorations, Have family bring a covered dish and she could do hot dogs or something to go with it. Or just buy chips to go with the dogs and cake and ice cream. Kids just like the gifts and the attention so that should make them happy,

Take her to MacDonalds. They provide everything that you need and happy meals are less than $3. They also give out party favors. All you really need is the cake. Sweet.

take the kids to sand dunes or a park. let them run around. maybe get some ice cream for a desert. easy! cheep! and the kids wills say "yes yes"
