Have a squirt gun fight and only squirt the baby's feet or arms.
Tell them today is special so you are having a shower with your cloths on to cool off.
Make slushies and let the 2 year old add his own ingredients.
Make ice cream.
Ask the 2 year old what they would like to do.
Cover your kitchen table with freezer paper and water paint.
Make frozen ice cubes using food coloring. Let your 2 year old pick and choose the colors. Be careful though - it's hard to get out of things.
Sit quietly and read them a story.
If you have a recorder, let them say things or pretend to read and record them. Play it back to them.
Have the 2 year old help you make fruit cutouts with cookie cutters from slices of watermelon.
Make fruit kabobs.
If you have colored chalk, let them draw a picture on the wall - it will wash right off.
Make a tent inside by putting a sheet over the table or two chairs. Play fort with them.
Have a parade inside with banging kettles using wooden spoons and homemade head dresses, feathers, confetti, balloons what have you? The idea is to march a lot, wave to the pretend audience, jiggle and dance to tire them out. Then you all take a nap in your fort.
Ask the 2 year old to bring you things that are yellow, or any color. Tell him you want 2 or 3 of something so that there is learning while having fun.
Make bubbles in front of a fan. They won't stain anything.
If you have central air, make some sugar cookies and let them help cut the shapes out and frost them.
I hope one of those helps!

take a washing up bowl of water and some toys and teacups into the garden and sit under an umbrella and play 'being at the beach' games. Keep em out of the sun though but let them splash loads of water around

Buy a small swimming pool to put in your yard. Put water on the pool and let the sun warm it up for the kids. Have fresh drinks like lemon drink, ice tea, etc.

Depends where you live. I would keep them indoors though. Go to a museum. If you want to stay at home bake cookies or do some type of craft. There are a lot of craft ideas on the net.
