The first thing is to approach your neighbors nicely. Say that you're sure they aren't aware that their sweet little dogs are barking so much; they are such nice people, you just know they wouldn't want their dogs' barking to be a problem for their neighbors. (In reality, they are probably jerks who don't care, but you must start off nicely.)
The next thing to do is to call the police out while the dogs are still barking. The police need to hear the dogs in order to file an official complaint. Depending on local noise laws, the police need to have 3-4 complaints before they will have animal control step in.
We had neighbors whose dogs barked constantly, day and night. They refused to control the dogs. Eventually we got other neigbors together and signed a petition and sent it to the police chief and the head of animal control. Incredibly, rather than get bark collars, or keep their dogs inside, those jerks got their dogs euthanized--then blamed us. They were even more disliked after that.

there is nothing that you can do to them except talk to the owners. Tell them your dilemma and if they do not try to stop it, start calling the police. There is a certain amount of noise that is tolerable before it becomes a nuisance. My neighbor actually took someone to court because their dog wouldnt stop barking... they put up a privacy fence and sometimes they have to put the dog in the house all day to stop it. Keep calling the police and make sure it is known that those dogs are a nuisance. If the owner doesnt want to hear the dogs barking, why should everyone else that lives around them?

Talk to your neighbor about the dogs first. You don't want to create bad blood w/your neighbor by calling the police. Maybe you can get to know the lil critters! By them some treats sometimes. But, ask your neighbor before you give it to them if you can. Good Luck.

there is nothing you can do to quiet them. I suggest you contact your local animal control office or sherrif's office and file a complaint. After getting enough complaints, usually there are fines levied against the dog owner. If it is as bad as you claim - you can't be the only person annoyed by them all day long. So, I doubt you are the only one who will have reported the problem

I found that my neighbours dogs and for that my drunk neighbours themselves responded well to an electronic bark stopper. I bought mine on ebay it was around $40 but its cheap to run and has given me peace. Animal control will go around and ask them to try to keep the dogs quiet as well, but that sometimes dosnt work for long. Have you tried asking your neighbours to keep them inside if they are out for long periods of time? You might want to tape the dogs barking and hand it to the neighbours as a hint.
