it's called a uvula. (yoo-vyu-la)

idk what it's real purpose is but i know that if you touch it, you throw up.

It is commonly called a wattle, the term used for that piece of turkey skin under the neck. Humans dont ususally have a wattle unless the skin has grown so loose, gravity pulls it down, over time. It may either be full of fat tissue, or simply loose skin left over from losing the fat inside.
