Mostly no, I think that every child is born with a different character, you can see twins that are so different, the parents do have a role but they are not the reason the child is well behaved or not, unfortunately , the apple does fall away from the tree sometimes.

Not can be, They are responsible PERIOD, not he government, not school, not the neighbor, not the police just the Mother and the Father. The law says that they may not be sexually abused (Used), they may not be brutalized, and they will be clothed, fed, kept healthy in a warm, save, dry environment.
That is what adults that bring children into the world must do.
Notice I did not use the word PARENTS!
Parents not only do all of the above, but they love, teach, discipline,
guide and stand by their children. But standing by does not mean support when they are wrong. Very importantly, they instill the importance of honesty, virtue and morality. They cover the issues of truth above all else, not quitting because it is difficult,
respect for others and the things that do not belong to them.
Too, they spend time with their children, going places, listing to them, playing games together, going to music lesson with them,
attending the events that they are involved in. Knowing at all times what they are doing, who they are with, and where they are.
Parents are not allowed to have excuses to these issues, PERIOD. After all they are the parent. not the child!
The parent is the absolute law when it comes to their children, only the issues mention above are unforced by the state.

Not always. I believe that a good influence has positive effects most of the time, but there are incidents in families, whereby there will be one who has behavioural problems, and the other children in the family are well disciplined, although they have all been brought up the same way. There can be various reasons for this, for instance, some children are easily led, etc. Nature versus nurture.

It would seem that parents could be held for their kids actions,but it depends if the kids know the difference between right and wrong, all the parents can do is show the kids the difference between right and wrong, The kids have a will of their own and should know how to act, they should have scocial manners and etc. The parents role stops when the kids leave home, and start their own life. the parents had their shot when the kids were at home.

The fact is that parents can be held responsible for the behavior of their children in many ways, until the children reach the age of 18. At that point, it is a moral responsibility, and sometimes you can't control your children's behavior at all.

In the state that I live in, the parents are responsible for what their child/children do under the age of 18. If that child breaks the law the parents pay for it, if that child don't go to school, the parent goes to jail!!
They do it this way in hopes that the parent learns how to be a parent and will teach their kids how to BEHAVE!!!!!!!!!!!!

Yes, if the children are not young enough to realize that what they did was wrong and if the parents or guardians were negligent in not enforcing proper behavior. That is the reason minors are not legally bound to a contract without parental consent. You cannot come back and sue a minor child if they breach a contract, (I think this holds true in about every state), but you can try to sue their parents and them together.

Yes they can and if your behavior is bad to the point where they have to pay a price for what you do behind thier backs then they should send you to reform school or boot camp for your actions, fair play is fair play , I dont care what these other people has to say about it because alot of times its you kids that do things that the parents have no knowledge of until its to late and parents has to work hard trying to bring you up in this cruel world and the law makes it hard for your parents to punish you for your wrong doings but wants to punish the parents for your actions and that is wrong for your wrong doings not the parents.
