I think 90% is a bit high. I'm a woman have a few things I wear that expose some when I bend over.Everyone looks,everyone!!!
What does old have to do with it? I do not believe that all or most woman get offended just some.Why? I don't know,silly isn't it?

I think that they are asking for unwanted attention, however, I also suspect that they feel that there is a certain level of decorum that should be exhibited by the opposite sex.
I personally think that they should expect the attention, and not dress with a high level of exposure if they do not wish to experience the attention that 90% of a boob will net them, then they shouldn't put it out there. It's a free country, so if a 90% boob flasher wants to gripe about an old guy ogling I guess that's her prerogative. We all sort of create our own drama soup. Guess it could be worse.

The answer is simple. The girl is either hot and is exposing half of her breasts because it's cooler and doesn't mean she is looking for attention. or......she knows it's attractive, and knows a guy will notice, but noticing and gawking are two different things. In our society, staring or gawking is rude. That refers to anything, not just a girls breasts. People become uncomfortable when you stare or gawk. Just because something is visible doesn't mean you should stare or gawk. Noticing is enough.....more than that and you reach into the realm of rude.
